Dear Mushers and Friends,
The 2007 Northern Manitoba Trappers' Festival Board of Directors and the Kinsmen Club of The Pas are well into the process of planning the 2007 World Championship Sled Dog Races, to be held in The Pas February 14 through 18. Our plans are to use a similar trail to the one we have used for many years - across farm land adjacent to a public highway. Tagging will take place at Gordy’s Tire & Lube, #10 Hwy. S, The Pas on Wednesday from 10:00 AM through 5:00 PM.
The World Championship and the Manitoba Sled Dog Races, which run in conjunction, will be held over three days starting at 10:00 AM with accumulative daily laps of 35 miles. Electronic tagging of dogs is mandatory and costs approximately $19.00 per dog. A Vet is present for the examination of the dogs and does the tagging. The World Championship Race is accredited and registered for accumulation of World Cup points, and our registration is $200.00 per team. As always we continue to attempt to attract sponsorship in order to maintain our prize structure and keep low costs for the mushers, so if you are aware of any corporation or business that might be interested, please let Herb Jaques or Sonny Lavallee know. You can leave a message at (204)623-2912. The venues for the Musher's Briefing and the Musher's Awards Banquets will be advised when you register. Extra tickets will be available at Headquarters at the SAAN store, uptown mall. Each World Championship musher will receive one ticket to each of the banquets, and the winners of each race will also receive one ticket. We will make every effort to meet the ticket requirements of the dog mushers.
The Jack McPhail Six Dog Race, a two day accumulative race, starts at 10:30 AM on Thursday and Friday. Tagging of dogs for this race will take place at the time of registration. Registration for this race will end one hour prior to race time.
The prize structures for the 2007 Dog Races are the same as last year at $40,000.00. We are currently working hard to increase the purse even further. Please see the enclosed prize structure summary.

RULES FOR THE WORLD CHAMPIONSHIP DOG RACE
1. Entry Fee is $200.00 for each team entering. First day starting positions and bib numbers will be awarded on a first come basis at Carroll Motors at tagging.
2. Any individual or association in the world may enter with any kind of sled dogs. Each team will consist of not less than 5 dogs, and not more than 10 dogs.
3. The Committee has the right to accept or refuse any entry submitted, as to dogs or drivers, separately or together. The name of the driver should be submitted at the time of application for entry, to avoid the risk of a driver not being allowed to start.
4. The entire race course is to be completed in three daily laps of 35 miles each (54 kilometres).
5. Dogs are to be examined and electronically tagged by the Committee on Wednesday of Festival Week from 11:00 AM to 5:00 PM. These dogs will be marked at Carroll Motors in The Pas. Once the dogs are tagged by the Committee, they must be used for the same team. They cannot be used in any other team.
6. All dogs entered each day must be driven or carried for that day's race. Once a dog is dropped, it is out for the duration of the race (IE. if a dog does not run the second day, it cannot run the third day).
7. All mushers must carry at least one dog bag in their sleigh. Bag to be used if the dog is not planned to return to the race.
8. Any type of hitch and sleigh may be used, with the exception of a fan hitch.
9. NO WHIPS ALLOWED. Flags marking the course must not be used by Mushers in any way.
10. Drivers must take charge of the dogs and accompany them through the entire race (3 days). There can only be one driver to a team. A driver cannot be replaced by any one during the three days of the race. A driver must not disturb another driver or his team, and particular attention being called towards the use of jinglers when another team is close behind. Any proven interference by a driver or his team, or infractions of the rules in any way will be reason for disqualification.
11. All entries must be in by 5:00 PM Wednesday of Festival Week.
12. Each driver must have a helper at the starting line each morning, who will be identified by the same number as the driver. If there is no helper, one will be provided by the Committee.
13. The Festival Committee will not be responsible for accommodations, care and feeding of dogs while in The Pas. All drivers and dogs are entered at owner's risk.
14. The race is a mass start, and will be mass start the second and third mornings of the race irrespective of the time arrival of previous day. Start time is to be at 10:00 AM sharp. Extreme weather conditions may cause delay in start time.
15. All drivers and teams must be present 20 minutes before the registered time of start each day to allow for inspection by the judges.
16. It is forbidden for owners, agents or friends to clear or level the way, or help or assist a team during the race, through pacing or otherwise, at the risk of disqualification. Outside assistance will be allowed only when teams are in any difficulties (IE. team fighting, team attacked by another team or strays, driver attacked). Assistance in any of the above circumstances must be to the extent of untangling of team or protecting driver. This exception must not be construed in the light of an excuse for owners, agents or friends to follow a team over any part of the course.
- It is forbidden to use any vehicle used to transport the dogs to follow the race.
- No helper or friend, for any reason other than 16 above, will be allowed on or near the course.
- Only mushers, helpers, Kinsmen officials or Kinsmen Delegates will be allowed to assist at road crossings.
17. Winners will be decided on the shortest elapsed time. All contestants should remain at the finish line until the running time and place is designated final.
18. PASSING RULE - Failure to yield to passing team is automatic grounds for disqualification.
19. INFRACTIONS OF THE RULES - Teams will be penalized by disqualification or drop in place or places regardless of the time taken in the race.
20. Committee will have the power to solve and determine all questions of interpretation of the rules. The judges shall determine the winners of the race and award prizes. Drivers and teams duly registered are under the directions of the judges for all matters concerning the race. Any driver or team refusing to submit to arbitration of the judges will be disqualified.
21. Bibs provided by Labatt shall be worn on the exterior clothing.
22. Mushers must abide by the Northern Manitoba Trappers' Festival, Inc. Race Rules. They must also acknowledge that drug testing procedures may be used and that their team may be tested by race officials. The Race Marshal's decision will be final.
23. If course conditions warrant the use of dog boots prior to the start of each race day, the Race Marshal will call for their use. The Race Marshal's decision will be final. All mushers must have in their possession sufficient boots for their team.
24. Teams must complete total mileage to be eligible for prize money.

World Championship Dog Race Prohibited Substance Regulations
1. Only those dog owners agreeing to testing for prohibited substances shall be permitted to enter events. The dog owners shall complete and return to the Race Marshal the form of signed Agreement attached to these regulations. The Agreement must be given to the Race Marshal before the commencement of the event.
2. Substances allowed to be used are listed in Schedule Two as "No Restriction".
3. Treatment which is administered to any dog for any condition by any person within seven days prior to an event or leg in which the dog is to race, shall be reported by the dog owner to the Race Marshal not later than one hour prior to the start of each leg or event. This notification does not relieve the dog owners of the responsibility to ensure that the dogs have no prohibited substances in them on the day of the event or leg.
4. Withholding periods for prohibited substances are outlined in Schedule Two. Prohibited substances not listed in Schedule Two are tested for.
5. Any entered dog or dog team is subject to testing at any time at the sole discretion of the Race Marshal.
6. The dog owner is responsible for the protection and security of the dogs in their care at all times other than when the Race Marshal takes charge for testing purposes.
7. In the event of testing, the Race Marshal shall have the authority over a dog or dog team for a period of time not to exceed four (4) hours from notification of testing to complete urine sampling. The dog team will be isolated in a designated area. Only those person so authorized by the Race Marshal shall be allowed to enter this designated area.
8. Security for urine samples will be provided by the Race Marshal.
9. The testing of urine samples for prohibited substances will be conducted by an independent laboratory qualified to conduct the required tests. All test results shall be the sole property of the Northern Manitoba Trappers' Festival, Inc.
10. All prize money in tested events which has been won by teams whose dogs have been tested, shall be withheld by the Northern Manitoba Trappers' Festival, Inc. pending receipt by the Race Marshal of the test results.
11. Contravention of any of the above regulations by any dog owner or in the event of a positive drug test, will result in a hearing conducted by the Race Marshal to assess penalties. This hearing will be held within ninety days upon completion of the dog races. The dog owner shall receive notification of the hearing date. The dog owner shall have the right to attend this hearing, either in person or by a representative, and may make all such submissions as the owner deems necessary.
12. The Dog Race Committee, upon completion of the hearing, shall have the right to disqualify any team and determine final placement in events. All prize money to which the disqualified team would have been entitled shall be forfeited to the Northern Manitoba Trappers' Festival, Inc. The disqualified owner may be prohibited from participating for a period of time up to five (5) years, as determined by the Northern Manitoba Trappers' Festival, Inc. Results of the hearing will be published.
